REPRESENTATIVE EXPERIENCE
Massachusetts Convention Center Authority (MCCA)
- Deputy Chief of Public Safety
Mr. Dillon served as the Deputy Chief of Public Safety where he hired
and managed a 150-person Security Department spanning three Boston
facilities, Boston Convention and Exhibition Center, John B. Hynes
Convention Center and the Boston Common Garage. Mr. Dillon also established
department strategy; proposed and implemented operational improvements and
managed risk assessments, long-term protective enhancement projects and
homeland security funding. Finally, Mr. Dillon planned and executed all
special event security plans and operations and maintained external
relationships with public safety partners at local, state, and federal
level.
- Public Safety Manager, Emergency Preparedness
Mr. Dillon served as the Public Safety Manager,
Emergency Preparedness where he developed and implemented emergency
evacuation plans, training, and exercises across all MCCA facilities. In
addition, he responded to emergencies at the MCCA and managed organizational
response and coordinated with local and state law enforcement to gather
intelligence and assess threats affecting the MCCA. Finally, Mr. Dillon
supervised the Command Center Operations located at the BCEC.
Massachusetts Emergency Management Agency (MEMA)
- Chief of Operations
Mr. Dillon served as the Chief of Operations where he
managed regional and statewide emergencies from the State Emergency
Operations Center and coordinated emergency actions, logistical
requirements, and support required to stabilize and recover from large scale
emergencies. In addition, Mr. Dillon oversaw the Massachusetts Emergency
Management Team, a representative body of over 50 state agencies responsible
for comprehensive response/recovery operations and supervised the MEMA
Communications Dispatch Center.
- Local Government Coordination Officer
Mr. Dillon served as the Local Government Coordination
Officer and in that role served as state liaison to 93 cities and
towns within Metro Boston, Essex, and Middlesex Counties. In addition, Mr.
Dillon provided operational, logistical, and field support to communities
during major emergencies and maintained strong relationships with local and
regional emergency planning committees throughout the region.
Boston Office of Emergency Management (OEM)
- Regional Planner
Mr. Dillon served as the Regional Planner where he
advised senior leaders on the financial, strategic development, and
implementation of regional homeland security initiatives for the Metro
Boston Homeland Security Region. In addition, Mr. Dillon provided oversight
of the State Homeland Security Grant Program 2003 for Boston EMS. Finally,
Mr. Dillon identified, procured, and distributed over $2 million in EMS
equipment over two years and facilitated the development of a Regional Phase
Response/Mass Casualty Incident Plan.
